Position Summary & Responsibilities

Job Responsibilities may include but are not limited to the following: Performs detailed technical and regulatory review of engineering reports, plans and specifications for public water supply. Assure the submitted documents conform to state and federal laws, regulations, and policies, and to sound engineering practices pertaining to water supply and waste stream disposal in order to protect public health and the environment. Projects assigned are generally those for small to medium municipalities but may include large municipalities. Project scope and technical complexity are generally low to moderate but may include projects that are large in scope and technically complex. Many projects will be funded by the Kansas Public Water Supply Loan Fund. Regularly updates the SWEPT and KPWSLF drinking water project tracking databases for projects assigned.
Contact in the form of correspondence, telephone conversations and meetings with local governmental officials, consulting engineers, the general public, federal officials, and other state officials and agency staff to ensure that reviews are proceeding on a timely basis is required.
Provides technical and administrative support to senior staff in their review of engineering reports, plans and specifications for public water supply as well as in their roles pertaining to the Bureau's response to public water supply related incidents. Provides technical assistance to less experienced engineering and non-engineering staff by drawing on technical information, experience, and sound engineering judgment.
Qualifications
Education:
Bachelor’s Degree
Licensing & Certification:
Engineering in Training or Fundamentals of Engineering Certificate or Professional Engineer License recognized by the Kansas Board of Technical Professions
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Minimum Qualifications:
Bachelor’s Degree in Civil, Environmental or Chemical Engineering (Accredited Program)
Professional Engineer: Professional Engineering License recognized by the Kansas Board of Technical Professions
Engineering Associate: Fundamentals of Engineering Certificate
Preferred Qualifications:
Public water supply related course work, training, certifications
Experience in the Design and operation of public water supply infrastructure.
Knowledgeable in Word, Excel, Access, and PowerPoint
Proofreading, editing, and attention to detail
Excellent communication and conflict resolution skills
Utilize personal protective equipment
Review PWS reports, protocols, plans and specifications
Apply PWS related regulations, standards, criteria, and policies
Prepare PWS technical/non-technical summaries
Support drinking water state revolving loan fund program
Provide assistance to PWS systems
Respond to PWS emergencies
Apply waste disposal regulations to PWS treatment wastes
Post-Offer, Pre-employment Requirements:
Be proactively working towards obtaining a professional engineering license while in the position.
