The Senior Pricing and Estimating Manager will complete a wide variety of difficult and complex pricing and estimating activities for large and small projects. The Sr. Pricing and Estimating Manager at this level utilizes his/her broad experience, expertise, and exposure to various types of company projects and clients, and regularly exercises his/her familiarity of company and project practices and procedures.
NOTE: Greenville, SC and Washington, DC area candidates - this will be a Hybrid role if you are within 60 minutes of an Louis Berger office location.
DUTIES AND RESPONSIBILITIES:
Will lead and manage the pricing and estimating team for Defense and Logistics
Leads the pricing strategy for key opportunities pursued by the company.
Utilizes input from the capture manager, debriefs on previous bids, and any other external and internal factors to determine the correct pricing strategy for any given opportunity.
Ensures that the most up to date FPR’s and internal pricing policies are used on all opportunities.
Responsible for developing pricing narratives when required by the client.
Ensures that all pricing and estimating products are compliant with the RFP requirements and free from error.
Provides guidance, direction, and specialized assistance for the resolution of difficult and complex estimating problems.
Assists project management with preparation of schedules for estimate preparation, review, and publication.
May lead a small team of estimators who are qualified to perform capital cost estimating.
Prepares material takeoffs on the most complex projects, drawings, and plans.
Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy.
Prepares detailed breakdown of components and elements of estimates for systems and subsystems.
Reviews contractual documents and contract modifications to determine scope of work and scope changes.
Prepares and summarizes task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors.
Assigns material costs and staffing costs to the takeoffs.
Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.
Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates.
Reviews work of subordinate personnel for quality, clarity, and application.
Participates in client presentations as required.
Estimates labor and material costs of production and engineering in response to Request for Proposal data submitted by prospective customers.
The cost estimator will develop, maintain, and update cost estimates for client projects/programs including the following duties:
Assess risks and schedule; align Work Breakdown Structure (WBS) elements.
Use cost tools/software.
Apply data from a published database such as RS Means and document the estimates.
Develop, maintain, and update cost estimates such as Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, Rough Order of Magnitude (ROM), Should Cost Estimates, and responses to what-if requests
Identify and record data/information required by the cost estimating software involved, as required
Analyze subcontractor cost estimates to ensure consistency with Government cost estimating procedures
Prepare basis of estimate Develop Estimate Plans and the Basis of Estimate (BOE), risks and crosscheck major WBS elements or cost drivers and record all analysis results supporting the BOE
Gather, assess and record cost, technical and programmatic data in support of cost estimates
Facilitate estimate kick-off meeting with Project Team
Develop and maintain standard material and labor units for their location
Obtain relevant craft productivity, wage rates and construction in-directs by working with field services and other entities
Compiles the estimates and associated pricing including those for incremental project work packages and project changes affecting the total installed cost of the project (TIC)
Work with the Technical discipline leads and project groups
Provides explanations of significant differences and appropriate benchmark data
Conducts cost risk analysis as appropriate for type of estimate – Monte Carlo
Structures estimates to reflect cost coding per Project Execution Plan
Maintain a database of estimating information to allow statistical analysis
Understand and abide by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct
Perform all other duties as prescribed by management
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Must have exceptional presentation skills; experience presenting to clients and management at all levels
Flexibility and willingness to travel
Proficiency with cost models
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization
Skills in identifying and analyzing cost effectiveness relationships between all aspects of financial management which are subject to significant and continuing flux over time
MS-Windows and MS-Office applications expertise
Sensitivity for highly confidential matters is essential. Excellent written and oral communication skills, problem solving skills, and an ability to perform multiple tasks simultaneously are ideal qualifications.
Independent judgment is required to plan, prioritize and organize a diversified workload
Keen attention to detail and self-motivation are a must. The candidate must be dependable, consistently at work, and on time, follows instructions well, listens well to instructions, responds to management direction and solicits feedback to improve performance
A demonstrated ability to monitor their own work to ensure accuracy and quality is essential
Must be authorized to work in the US or will be authorized by the successful candidate’s start date
EDUCATION AND WORK EXPERIENCE:
Minimum 10-12 years of pricing and estimating experience required in supporting government organizations to include DoD, DoS
Experience supporting both CONUS and OCONUS projects
BA/BS degree in engineering, construction management or related degree is preferred
Minimum 7 years’ experience in a management position leading a Pricing and Estimating department
