Preschool Early Intervention: Regional Intake and Special Education Support Specialist, North-East Region

Position Title: Regional Intake and Special Education Support Specialist: North-East
Position Summary: To support all aspects the program’s obligation to locate, evaluate and identify
children who may be eligible for preschool early intervention special education services: conduct
screenings and/or in-depth evaluations of children (including using the BDI-3 or other developmental
screening/assessment tools), write Evaluation Reports and Individualized Education Programs for these
children, and write IEPs for children identified as eligible by the school psychologist. May either support
special education classrooms by subbing when assigned no more that the allotted intake time per Direct
Service Days (DSD) per month or may cover long term leaves of absences that are less than a year, in
which he/she would follow that classroom’s typical intake assignments.
Allotted Time per Direct Service Days (DSD):
4-9 DSD – no more than 6 hours
10-15 DSD – no more than 18 hours
16-20 DSD – no more than 24 hours
21-24 DSD – no more than 27 hours
Duties and Responsibilities:
Conduct screenings per the Program’s screening schedule and/or per the Preschool Service
Coordinator’s requests.
2. Schedule and complete in-depth evaluations to determine eligibility for services for children who
are suspected of developmental delays and/or communication delays. Select, administer, and interpret
current standardized assessment tools for preschool-age children and/or review current records to
accurately identify their needs. Report assessment information clearly and accurately in Evaluation
Reports and follow program and state guidelines for determining eligibility for services.
3. Develop appropriate Individualized Education Programs (IEPs) based on evaluation results and
the needs of children within timelines. Schedule and lead IEP meetings and send invitations to all
required participants.
4. Establish positive relationships with community partners by familiarizing and respecting the
unique rules of each community setting. Work with community partners, including families and
caregivers, to understand their priorities for the child across everyday routines and activities. Use this
information to develop routines- based interventions in the IEPs.
5. Effectively communicate with parents, colleagues, and administrators on a regular basis via
email, phone, notes, web-based databases, and meetings.
6. Provide instruction in special education preschool classrooms and support completion of the
classroom teacher’s caseload requirements when providing long term coverage (e.g., IEPs, Progress
Monitoring, etc.).
7. Demonstrate an understanding of Coaching (service delivery model) and discuss the model with
families and caregivers in any explanations of preschool early intervention programming.
8. Support the transition process for children preparing to enter kindergarten programs.
9. Perform related duties as assigned by supervisor.
1. Valid PA certification in Special Education PK-12 required.
2. Valid PA certification in Grades PK-4 preferred.
3. Experience working with the preschool population preferred.
4. Excellent written and oral communication skills.
5. Self-motivator, independent, cooperative, flexible, creative, and responsible.
6. Ability and experience working as a member of a team.
7. Experience screening and/or evaluating preschool population preferred.
8. Knowledge of recommended practices for positive behavior support interventions is preferred
9. Skilled in the use of Microsoft Office Suite including Word, PowerPoint, Excel and Outlook, and
willingness to experiment and work with new technologies and web based databases.
10.Experience with video calling and/or teleintervention preferred.
11.Valid PA driver’s license required.
Additional Requirements:
1. Current Act 114, Act 34, Act 151 and NSOR Clearances required prior to an offer (Must be dated within 1
year of hire date).
2. School Personnel Health Record (Form H511.340) must be completed and received by Human
Resources prior to hire date.
