About the CWDB
The CWDB is recognized nationally as a progressive and experimental state workforce department, charting a path to High Road economy and approach to workforce development grounded in the principles of social equity, environmental sustainability, and resilience and quality jobs. Over the past decade, the CWDB's budget, programs, and staff have grown exponentially using federal and state workforce funding to pilot new sector-based workforce initiatives and develop policy solutions that address the quality and accessibility of jobs in addition to training. The CWDB is a stand alone state agency, is not part of the Employment Development Department, and is under the larger umbrella of the California Labor and Workforce Development Agency. Job Description and Duties
As a California Workforce Development Board (CWDB) employee and Technical Lead for the Data Management and Administration Unit (DMAU), the incumbent reports to the Information Technology (IT) Manager I; provides team leadership to technical staff, including consultants; and works closely with business analysts, researchers, and other staff and stakeholders from CWDB and partner organizations. The incumbent works closely with business analysts to ensure the current and future needs of the business are satisfied through current and planned technology solutions. The incumbent works closely with researchers to ensure their current and anticipated data needs are satisfied and to ensure that data aggregation processes and results are accurate and are clearly communicated in business terms. The incumbent works with other staff and stakeholders from CWDB and partner organizations to ensure clarity in technical communication and to ensure data files exchanged are accurate, complete, and timely. The incumbent works with business analysts, researchers, and other CWDB staff to ensure technical communication is clear, unambiguous, and is communicated at the level of understanding of the information recipient.
The incumbent is responsible for all aspects of the DMAU environment and associated technology, including hardware, software, network, and data infrastructure. Key responsibilities include:

Special Instructions:
Hybrid Telework Options Available- The California Workforce Development Board (CWDB) headquarters is located in Sacramento, CA. The CWDB has adopted a hybrid telework schedule, and staff will be required to report to the office as needed and according to the departments hybrid telework policy. Terms of the telework schedule are subject to Branch/Division needs and CWDB policies and should be discussed with the hiring manager during the interview process. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications
- Experience designing and implementing AWS or Azure cloud solutions.
- Experience developing conceptual, logical, and physical data models to support database development, data modeling, data analysis and business intelligence.
- Experience leading the design, development, implementation of analytical solutions including Power BI reporting, Informatica, Tableau dashboard development.
- Experience with C# and Java script programming languages and .NET Framework.
- Experience with Agile software development principles, Agile management, workload management, and continuous delivery tools such as Jenkins or GitLab.
- Experience leading the design and development of Customer Relationship Management (CRM) applications (e.g., Salesforce).
- Experience in applying federal, state, and organizational policies and procedures to state information technology projects.
- Experience overseeing end-to-end data life cycle management activities.

Statement of Qualifications Requirements
A Statement of Qualifications (SOQ) is Required. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.
The Statement of Qualifications (SOQ) must be typed, single spaced, 12-point Ariel font, no more than 3 pages in length, and specifically address each of the questions listed below. Question 1:
Describe your background and experience acting as a senior developer for cloud-based or hybrid (mixed cloud and on-premises) web applications using ASP.NET Core and SQL Server. Please explain the architecture layers used.
Question 2:
Describe your background and experience acting as a senior developer for Business Intelligence (BI) analytic solutions, including BI reporting solutions and enterprise analytics solution.
Question 3:
Describe the techniques you have used to develop and integrate interactive reports in web applications.
Question 4:
Describe the ETL / data migration techniques you have used on high volume data import / export processes.
Background Investigation Requirement
The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.
The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department.
